San Marino and the European Union: Association Agreement signed. New prospects for businesses and professionals
The Republic of San Marino has taken a fundamental step towards European integration.
On 19 October 2026, the Association Agreement with the European Union was signed in Brussels, following a complex negotiation process initiated in 2015.
The signing of the agreement marks a particularly significant milestone for the country’s economic and institutional future, paving the way for San Marino’s gradual integration into the European single market.
A new chapter in relations between San Marino and the European Union
The Agreement was signed at the headquarters of the European Commission, in the presence of Secretary of State for Foreign Affairs Luca Beccari, European Commissioner Maroš Šefčovič and Head of Government of Andorra Xavier Espot.
The agreement concludes a lengthy diplomatic process involving successive parliamentary terms in San Marino and European institutions, with the aim of establishing a stable, structured framework for future relations between San Marino and the European Union.
The Agreement does not entail the Republic of San Marino joining the European Union, but provides for closer integration into the internal market, under specifically defined conditions, provisions and timelines.
What opportunities are there for businesses in San Marino?
The Association Agreement is expected to have a significant impact on the Republic’s economic prospects, with potential benefits for businesses and professionals.
Key areas of interest include:
- Access to the European single market: prospects for greater trade integration and the opportunity to operate within a more harmonised regulatory environment.
- Freedom to provide services: the gradual opening of new opportunities for businesses and professionals operating in European markets, subject to the stipulated conditions.
- Movement of people and workers: developments in the regulatory framework governing professional mobility and access to employment opportunities.
- Financial sector: a gradual integration process, subject to the incorporation of European provisions into domestic law and the stipulated supervisory mechanisms.
- Competitiveness and investment: the potential to enhance San Marino’s attractiveness for business ventures and international investment.
These prospects will need to be assessed in light of the implementing provisions and the timelines for applying the Agreement.
An adjustment process for San Marino’s economy as well
Alongside the opportunities, association with the European Union will entail a gradual process of aligning San Marino’s regulatory framework with European standards in the sectors concerned.
For businesses, this may mean having to review and update internal procedures, operating practices and compliance requirements in response to the new provisions that become applicable.
Particular attention will need to be paid to corporate, administrative and tax matters, as well as employment law, assessing actual regulatory changes and distinguishing them from obligations already in force.
Signing does not mean entry into force
It is important to clarify that signing the Agreement does not automatically result in the immediate application of all its provisions.
Following the signing, the institutional process will continue through the required approval and ratification procedures, as well as the establishment of the arrangements and timelines for implementation.
Businesses and professionals should therefore continue to use the current regulatory framework as their operational reference, except where specific provisions become applicable under the stipulated procedures.
Looking ahead with informed planning
The Association Agreement represents a significant milestone for the Republic of San Marino’s international standing and the development prospects of its economy. For businesses in San Marino and investors interested in the country, it will be important to monitor developments in the regulatory framework, identify opportunities and assess any necessary organisational and administrative adjustments in good time.
