July 8, 2024 – The XXXI Legislature of the Republic of San Marino has officially started with the swearing-in of the elected Councillors. The council session was opened by the Report of the Permanent Board of Elections, read by the Regent Captains. The report confirmed the regularity of the elections, validating the distributions of the seats and the rankings of the candidates, without any appeal in the terms provided for by law.

Speech of the Captains Regent

The Captains Regent, addressing the new councillors, stressed the importance of the next five-year term for the fate of the Republic, urging the elected representatives to face each challenge with a spirit of unity and responsibility. The speech emphasised the central role of the Council in legislation and the need to reduce the excessive use of legislative decrees.

Democratic Principles and Declaration of Rights

In their speech, the Regent Captains recalled the 50º anniversary of the Declaration of Rights, which aligned San Marino with the highest liberal-democratic standards. It was reiterated that these principles must be constantly defended and promoted.

The challenge of European integration

A key issue addressed was the path towards European integration. The Legislature has been defined as that of integration, and it is hoped that the Parliament can promote among citizens the understanding of the opportunities offered by this path, accompanying the administrative apparatus with the necessary measures.

Institutional reforms and commitment to peace

Finally, the need for institutional reform was emphasised in view of the challenges posed by European integration, with the hope that the XXXI Legislature can be remembered as a “constituent legislature”. The Republic’s commitment to international peace was also reiterated, with the proposal for a conference under the aegis of the UN, to make San Marino a place of mediation. Source: San Marino RTV
