Medical cannabis in San Marino: regulatory framework and opportunities

16
Feb, 2026

A few years after the entry into force of Law no. 113/2021, which regulated cannabis for therapeutic use, the San Marino sector is in a phase of potential structured evolution, with interesting prospects both in terms of healthcare and economic and entrepreneurial development.

The regulatory framework provides for the operation of authorized companies along the supply chain, from cultivation to processing, and has recently been enhanced with the appointment of a contact person responsible for promoting coordination among economic operators active in the sector. This move signals the desire to initiate a more systematic dialogue between institutions and businesses, an essential element for the sector’s maturation.

From a healthcare perspective, medical cannabis is now recognized as a clinical support tool in various fields of application. The active ingredients contained in the plant, particularly THC and CBD, interact with the endocannabinoid system and are used, among other things, in the treatment of chronic pain and specific neurological conditions, especially in cases where traditional pharmacological therapies show limited efficacy.

In addition to its medical interest, the sector has a significant economic profile. With clear and consistent regulation, medical cannabis can represent an emerging high-value-added sector, capable of generating investment, skilled employment, and new tax revenue. It’s no coincidence that several jurisdictions are focusing on this segment as a lever for sustainable development.

In this context, medical cannabis emerges as an area that can offer interesting opportunities for new entrepreneurs, provided a structured approach integrates regulatory, tax, and financial assessments from the early stages of the initiative’s development.
