San Marino confirms itself as a competitive context for businesses thanks to a lower labor costs than the European average. This feature represents a key advantage in attracting investors, as highlighted in the Economic and Statistical Report attached to the Budget Law 2025. However, the picture varies between the public and private sectors, with significant differences even within the private sector itself.

- Higher paychecks for workers thanks to lower taxation, which strengthens purchasing power.
- Attractiveness of the labor market: Domestic unemployment is at historic lows, accompanied by a record of 8,200 cross-border workers hired.
Differences Between Public and Private Sectors
- Private sector: The average hourly cost varies from 21.94 euros in the Commerce sector to 24.60 euros in the Industry-Precision Mechanics sector. Despite contractual increases, labour costs remain lower than the European average (32.2 euros in the EU and 38.0 in the euro area).
- Public sector: Hourly costs are higher, with 27.02 euros for administrative staff and 48.85 euros for nursery school teachers, reflecting higher wages than in the private sector.
Recent increases
Over the last five years:- The Industry sector recorded a 10% increase, supported by biennial renewals.
- The Services sector and the Banking sector saw increases of 3% respectively.
- In the public sector, the increase was 6%.
Comparison with Italy and the EU
The average hourly cost of labor in Italy stands at 29.8 euros, higher than that of San Marino. This confirms the competitiveness of the economic system of San Marino, which not only allows savings for companies, but also offers more favorable conditions for workers. In conclusion, the combination of low labor costs and favorable taxation strengthens San Marino as an attractive hub for business activities, while highlighting room for improvement to reduce the gap between the public and private sectors.
